Rossi makes a decent youth rifle, and they make a matched paid rifle/shotgun pair so that the youth can shoot both rifle and shotgun. My little boy just got one from his grandfather and it seems to shoot fairly decently
Remington, Savage, H&R, Rossi, Weatherby, all make youth rifles. Or you could look at a compact rifle Ruger, Weatherby (same as the youth), Remington model 7, Browning Mirco hunter.
