Savage and Winchester make the best gun for the money that you can get!
I have two model 70' s and I am well satisfied with both of them.

Of those you mentioned I would go with the Winchester model 70 or the Savages.You asked what kind of gun the M-70 is. It' s a bolt action.I personally like the Ruger M-77' s.
