A short action is a bolt that is made to handle the length of cartriges such as the 308, 7mm-08, 260, 243 ets... A long action is made to handle cartriges such as the 270, 30-06, 25-06, 7mm mag, 300 win. mag.
Basically a short action has a shorter bolt than a long action.
