I think it's just a black chalky material put on a flourescent paper.

Looks like a chalky black primer type spray paint on fleurescent paper. I've always wanted to try and make my own.

My shooting buddie and I have been makeing our own shooting targets for years.Our range only goes to 300yds and at 300 is where we use them.
You can use them over and over,just put clear tape over the bullet holes and re=spray with flat black paint.You can see in the target below that you can just spray over the bullet holes without putting tape over them also.
I take a piece of cardboard that has a white face on it and go over it with clear shipping tape,then spray with flat black paint.

Herman,got to try that!!!!I was thinking along the same line,but,was thinking about using contact paper.It has a slick plastic coating and it could just be painted,as you did!What do you think????

Haven't tried the s;ick paper but it may work.I have used a white plastic trash bag by stretching it tight and tapeing it on the cardboar and then spray painting it and that works good also.
