Whats the best twist rate for 22-250.

It really depends on what weight bullets you intend on using. The lighter the bullet the slower the twist, the heavier the bullet the faster the twist. I dont shoot anything over 55 grains in all my 22 centerfires so I get by with 1:12 and 1:14. For the heavy for caliber ie. 69+ grain/VLD bullets you are going to need a fast twist such as 1:9, 1:8 ect. to stabilize them.
