When it says new production, it means that it is no reloaded or remanufactured ammo. Right now it is a current production. Winchester is usually pretty good at keeping at least one loading of their older rounds. Of course they have dropped some, but as long as people buy them they will kepp making them. Plus you could keep all of your brass and reload later on.
