I'm no gunsmith, but I know that on my Tikka I can't operate the bolt with the safety ON, it has to be OFF.
Is your bolt completeley open or closed, or is it 1/2 way, somehow messing with your safety?

That's right. You need to flip the safety "off" to be able to operate (open) the bolt on Tikka and many other bolt actions. Some like Sako have 3 position safety, when in the middle position allow operation of the bolt while the rifle is still "safe/on".
I don't know that "popping the clip out" has anything to do with it.
