Default Ballistic test medium ideas

I'm interested in doing some terminal performance tests and I'm looking for something to use as a test medium. Actual ballistic gel is out of the question due to its high cost. I would use wet paper, but cleanup and disposal for that is more than I want to deal with. Water jugs would be OK, but I would really like to have something that would offer a visible "wound channel". I'm thinking about a block of modeling clay or maybe some kind of pliable wax. Any other suggestions?

You could try making your own gelatin....a lot cheaper.
