Default registration problems

i bought a waverunner off of a guy, and it has no title or anything, and i was wondering if i could still get it titled and get it registered? i live in kentucky.

you would probably have to get him to get a copy of the title, then sign it over to you. technically its illegal to really sell something thats usable without the title or at least a signed regestration.
