id go with texas rigged worm(some prefer "red shad" but i like
"motor oil" and
"PumpkinSeed"
if the pads are is 4-5 foot of water every once in a while....i prefer a tube rigged with one of these hooks in a matching size... weighted with a bullet sinker...there are all kinds of gimmicks(fancy hook styles)but this is the simplest cheapest way to do it

if your in open water ever you can use this and leave the hook exposed.

....but if its only 1-3 feet deep...or reall heavy slopid go with this
Soft plastic poppin frog.....there are a few differnt models out there....you can modify it byinserting some small lead shot/bb's up its arse(where the hookscome out)for lack of better terms so that she rattles
also if your on the weedy edge or the weeds/pads arent so thick use a
Manns Baby 1 minus and kind of guide it throu the water so you dont pick up weeds.
Slug-go and fluke type baits are great too....use scents like Kickin bass
they work.....(you everseen someone with a nice aquarium and the fish are just sitting around doing nothing then he puts the food in the water and they go nuts....thats kindof like what using scents can do only an exagerated example.)
there are tons of different things you can do...but this is what i like..
there really isnt a wrong way to fish....just better ways.
mostly i use the tube or some sort of texas rigged plasic
and the Pop frog(in weeds).
90% of the time i fish with some sort of soft plastic(any situation).....i get more bitesin water thats been beat to death by guys with spinner baits and such.
(if the fish are real active and chasing Shad then ill use a faster lure like a spinner or crankbait...feeding time doesnt last that long thou...when its over then you need to slow back down.)
and remember that 90% of the water Doesnt hold fish....you have to find the 10% that does otherwize your wasting your time....if you see tournament aglers ....pay attention to the spots that they go too.(they know where the fish are at or how to find them)
also the harder you work the more fish youll catch...thats how you become successfull at bass fishing(it takes more effort and focus than most other types of fishing is what im saying)...
Accurate casting is also very important.
and so is lure Presentation..(a big can of worms to open).....
a guy can fish the same lure your using in the same spot ....and catch fish while you get skunked because your Presentation is bad.
