I think this is a really good question.
What is some of the best, low-cost ammo? You know, just simple, regular FMJ? There is SO much of it out there!
Also include stuff you would never buy again.

I'd be a bit leery about any chinese or russian ammo. Some is good but some is also junk. I good relatively inexpensive ammo is American Eagle made by Federal. They make it in a lot of different handgun chamberings.

I know a bunch of folks that buy that American Eagle ammo by the case in 9mm. I reload and other than a box or 2 of new pistol ammo every now and again for testing for various folks, I haven't bought factory in many many moons. I do notice sales trends though and I often see various federal pistol ammo on sale for pretty good prices on Midway.
As far as worst ammo goes, Tula (in any cartridge), Bear (same), and that Blazer stuff with the Aluminium case. That stuff is TOTAL garbage. Whoever thought aluminium cartridges was a good idea must have gotten the idea smashed into their heads by an aluminum bat!

"Target ammo" and "plinking ammo" are very different things to me. Sounds like you're after low cost plinking ammo, yes?
If so, then I have had pretty good luck with Remington UMC ammo in .380, 9mm, 40sw, and .45acp, as well as for .38spcl revolvers. Usually Cabelas or gander mountain will do a sale on their 250rnd boxes a couple times a year, and I tend to buy 1,000 at a time. They're cheap enough I don't even consider reloading. I know I could do it a little cheaper, but I value my time too much. If I went back to high volume competitive pistol shooting (3 gun), I'd reload pistol rounds, but I'm not shooting 12-15,000rnds a year of it any more, so buying factory stuff works ok.
Winchester white box stuff tends to run just fine too, although I see it at higher prices these days. I don't mess with steel or aluminum cases, as I do pick up my pistol brass, saved up all I could ever need, but sell most of it to make back some costs. I used to shoot a lot of PMC revolver rounds, but they were hunting rounds, relatively cheap, but not budget plinking stuff.
To be honest, I've just never been a buyer of federal ammunition, so American Eagle isn't my go to, but I have bought it many times. Wouldn't hesitate to do so again, but I'd buy UMC in front of it.

cheap ammo, many times has different velocity's which makes it being accurate a lot harder, due to shifts in point of aim for you from round to round!
cheap ammo, is typically a whats cheapest TODAY and NOW
some times this brand is on sale and cheaper, and some times, a different brand is!
I sold ammo for 15+ yrs, and it was like the stock market at times, as prices fluctuates
couldn't rely on just buying "X" brand to get the best deal!, had to shop about
and in todays world, ever more so , due to so many more places that sell ammo
best advice is shop about and buy in bulk!

For my 9mm, I like PMC Bronze (brass case) and Blazer Brass a lot (especially when either goes for only $9.99 on sale) and white box Winchesters---but the latter seem to be more expensive as Mercy mentioned.
