In the "Primitive weapons" video by Hood's Woods in the "woodsmaster series", he shows how to make a simple primitive crossbow. It wouldn't be easy to make one strong enough for deer, but the basic design is there. There is no working safety in his design either.

I don't know about other states but you have to have a working safety to legally hunt with a crossbow in Texas.

For my safety, I just drilled a hole so I could stick a trigger blocking pin into the stock. Bought the prod from http://www.alcheminc.com/crossbow.html but everything else is homemade. The aluminum rails? I experienced a bizarre router accident while cutting the track. [&:] It's held together for 4 years now and shoots good though, so I coulda done a lot worse.
