Default Bear Target

This picture is a McKenzie black bear target that I bought to practice for a Maine black bear hunt this Sept. The target is 28"x48"

Couple questions:

Does this represent a first, shootable bear in Maine? It seems kind small.

Is the vital area in the right spot? In other words, does the center of the replacable rectangle represent the aiming point for a level broadside archery shot? Note: I fully realize that the shot may not be level broadside but I want to understand the aiming point.
