Pretty much a lost opportunity now. I'd encourage everyone to go to the link and read through some of the 116 comments currently posted there (as of 7:50 pm MST 02/15/10). It's terrifying how many exclusionary "coalitions" and "alliances" have responded.

make sure ya get ur comments in EIS has to evaluate all comments.
