In addition, due to the discovery of Chronic Wasting Disease (CWD) in Hampshire County, West Virginia in September 2005, the Department increased its surveillance in 2005. The Department established a CWD active surveillance area in the northern and western parts of Shenandoah, Frederick, Clarke and Loudoun Counties to determine if CWD was present in the areas closest to the outbreak in West Virginia. Active surveillance commenced in September and samples from road-killed deer were collected with the cooperation of the Virginia Department of Transportation. In addition, Department staff collected 277 samples from hunter-killed deer that were voluntarily submitted for testing. By December 2005, approximately 550 active surveillance samples had been tested for CWD at the Veterinary Diagnostic Laboratory of the University of Minnesota using a relatively new rapid ELISA test.

I actually think she's okay. No fat on her but she's fairly meaty. I've seen older does look like this in the late summer.
Her big belly is probably pulling her skin tight enough to make her ribs look a bit startling... but she's a long way from emaciated. I bet once her hair grows out a bit, she'll look fine.
