Default Wisconsin & Minnesotaa underated states for deer hunting

It seems to me that Wisconsin &Minnesotaare underated for deer hunting. It appears to me that there are some great hunting and buck harvesting in those states. Also it seems more people are letting the little ones grow longer.Easy to get a over the counter license? What the take out there?

I'm not sure about Minnesota, but as far as I know, Wisconsin has never been under rated for deer hunting.

Maybe other places like Illinois are over-rated based on some hot action in a couple of counties?
