You need to find a piece of ground to buy in KS., then you'll get your tag every year as a non-resident landowner. That's what I did, but I'm from there and my brother farms my ground for me. Works out really well, since I have enough broke ground that my crops usually bring enough income in to make the land payments and pay the property tax each year. Obviously, that's not a gaurantee, but it's working out real well so far.
