Default Habitat Stamps??

Do all states have Habitat Stamps? I think that for most hunters, this is an insulting cost.

With all the $ we throw into food plots, trees, fertilizer, lime, helping the herd, nesting cover, etc. We have to pay an extra $5 to help the habitat? IMO, this is BS! I have a very old farmer friend who feels the same way. He leaves a few rows of corn standing each year, and still has to pay for a Habitat Stamp! What a joke!

i dont believe all of them have habitat stamps
