They're fibromas. (deer warts)

Harmless to people, nasty to look at, usually just annoying to the deer. Sometimes the deer get them pretty bad tho'.

Ive seen pics of this online and it can get nasty. One of my buddies has pictures of a doe with at least a hundred or so all over her neck and face.
