Default Bait pile vs food plot

I've read quite a bit how baiting turns deer nocturnal. Okay then:

Why wouldn't a food plot also turn deer nocturnal? After all, they can visit the food plot in the middle of the night, right?

Please explain how a bait pile turns deer nocturnal and a food plot does not.
