I emailed Barnes years ago when I started shooting the 250g TEZ and asked about expansion ranges. They claimed (then) that they expanded down to 1,100 fps. Perhaps you were nearing that range.
Not doubting your test at all, the results are right there in front of us. My experience with this bullet though has been nothing but impressive.
