I believe he is saying that in spite of poor eyesight, if he can shoot accurately with open sights and cheap bullets, why would he shoot an expensive bullet he has to knurl.

With the brass bullets I have changed from the standard mill file to the more course general purpose file.
I did venture out to the machine shop and ask about them knurling the bullets. They could and they would but they would need to alter the bullet a little bit and the cost of setting up each bullet was not worth it. It was a good visit because I did discover that a way to roll them that might produce the result I need.
There are a lot of hand held tools out there but again the expense of these tools for my meager project is really to expensive. HCT makes some tools that might work well. But they are not really designed for brass.

I knurled some bullets, and I first tried it with the files I had. I was sweating bullets trying to get a decent knurl. My files were too old and worn out.
So, I bought two bastard files, and it was so easy I couldn't believe what new files would do. So, if anybody is having a problem knurling. Get some new files.

A rasp is to soft then.
Some thing like this would probably work but I think you would need some thing to chuck the bullet in and turn it.
