The 'step' we are refering to is in the base that is on the powder side. The cup will have 'steps' in it. This was to increase the strength of the base for really heavy charges.
Let me go find some - I think I have some I really do not shoot 44's that much but I believe there are some new in storage.
The MMP 44 green sabots that Ihave do not have a stepped base in the powder cup. If you look very closely in the bottom of the sabot where the bullet sits you might be able to see a small number or letter - almost looks hand done..

Looking at my MMP sabot I would agree with what you have commented on. Further the powder cup is smooth.

On a Harvester the cup has a small protrusion right in the middle of the cup and number stamped in the cup.
