Colorado statewide bull muzzleloading tags are getting harder to get these days. Here are the aprox. numbers for the last 3 years:
2007: 5500 tags
2008: 4200
2009: 3500
In the preference points required statistics, it still says a nonresident can draw one with 2 points, but when you add up the raw numbers, looks to me like it takes 3 points now to get one. Four years is a long time to wait for this tag! Time to seriously think about bowhunting again.

200 tags is a significant amount. It'd be interesting to hear the logic behind the drop in availabilty.
More and more I praise God I'm blessed to have family that gets landowner tags.
