Default Can powder be shipped person to person

I was wondering if powder can be shipped from one person to another.
The local wal-mart has t7 about 30 lbs left as of last wed. it was 15.00
per lb. maybe cheaper now.

I am not sure as it would require a hazmat fee, and probably a FFL in the United States. There are so many regulations, and restrictions I really do doubt it could be done legally. Now if it were put in a box and shipped, and you were not caught, that's one thing, but if you were caught I would guess the fines, penalties and possible jail time would be stiff.

I do a-lot of selling on e-bay, and like a robot the people at the USPS always ask me first when I go to ship something (if it is Liquid, or hazardous) and I always say, it's only hazardous to the person who thinks of stealing it. But I would have to agree with cayugad, no you probably cant ship it legally, do you have or are you friends with someone locally who owns a gun shop? local gun shops are getting away from powder, the haz fees are killing them.
