RE: 150gr Fouling/Inconsistency
The bigger the powder charge, the more "burn-on at the breech of the barrel occurs. I don't know if this is your problem, but it could be. In addition, both plastic fouling, if you use sabots or any plastic on the bullet like a Power Beelt wad that can rub off in shooting, or buildup of crap like Bore Butter, can also adversely affect grouping. I'd check for these types of conditions first.
If cleaning with a solvent that dissovles plastic fouling seems to restore performance, I'd tend to think that the buildup of plastic from a sabot or Power Belt was the culprit,
