Never been with an outfitter, but I go to Black Water Refuge. Its a federal bald eagle refuge that allows lottery hunts. Have got a nice one or two there. Been at it for almost 8 years however.
You can apply at the Blackwater refuge, but everything is a pain if you can't get down to scout. They only have certain days for scouting, one day here for ML, and another for shotgun. Then at the end of the seasons, they have open days.
