Over the counter cow tag in CO Unit 66?

Does anyone know if it's possible to purchase a cow elk tag over the counter for Unit 66 in Colorado(Public land)? If so, how does one go about doing this?

A buddy is heading out with a group at a drop camp and I would like to tag along for the experience.

I though bull tags were OTC and there was an early cow only draw.

Unit 66 has no leftover licenses. I doubt they will have any over the counter either.
