Limited draw Elk tags in Colorodo

How can I tell why a unit has a limited draw? i.e. is it because it is being managed for trophy bulls, or are there a low number or animals, or just a management hunt to control Elk numbers in a small unit.

Call the regional office of the DOW and ask some questions. However, if it is a quality unit, it probably takes more than 4-5 points to get drawn. There are probably some 'sleeper' units too. I know a unit that has been taking 2-3 points (don't know what it took for 03) tha has 300+ bulls come out of it. The reason is that it has a lot of private land and the public is mostly foot accessable (not vehicle or horse).
