Where is it the easyest to hunt Black Bear

I'm from MN and i was wondering where it would be the easyest place to get a bear down witin a week

You ought to check out the State you're in. My Family lives up near Sebeka and neighbors have shot a couple rivaling the brutes in PA. I live here in NM. and hunted all of 20 minutes before I got my decent size dark chocolate bear. That was without baiting and dogs. I had planned to hike way up in a canyon and do some predator calling but before I got 20 minutes from the truck I had a bear standing across the drainage from me. That's the way hunting is though. I rather be lucky than good any day.

Are you looking for a do-it-yourself or a guided hunt, and in what neck of the woods?

Depends on what you want to do? Guided or unguided? If you want to go guided and don't mind paying for it, it is awfully tough to beat British Columbia... more specifically Vancouver Island. Seeing 20 bear a day is a realistic expectation there with a reputable guide.
