Some answers to your ?'s
1) Draw weight varies according to the law from state to state...50 lbs would be adequate.
2) Look for tracks in soft mud or after a rain. If baiting is allowed in WV, you should have no prob discerning the presnece of a bear over bait. They will thrash buckets/barrels and chew them up.
3) Really is no "best sign". I would hunt where you see the MOST sign.
4) Probably nose and ears in that order.
5) Don't get between momma and her cubs!!!
6) Broadside shot would be best...1/4ing away is not too bad either.
