DIY Western hunts

I am thinking about trying a DIY western hunt sometime. I may try applying for some lottery tags or just trying to find a state that has tags over the counter. My main target would be elk, but i would also like to try for mule deer. Any advice on the easiest states or areas to try would be appreciated
