Default Best draw unit in WY

What is the best elk draw unit in WY both for numbers and quality of the bulls?

Alot of talk about unit 7, but I like 116 as well. Very hard to draw that tag though.

Area-100 is also a good place for big bulls.

How much non wilderness public ground are there in these areas? We are hunting DIY pack in on horseback.
