Are ya kidding? I always buy a bear tag during first rifle elk season, but this year we are going up second season and I'm not sure yet if an otc tag is available for bear. If you have the chance to do both then, why not?

If you live in elk country, the bears are likely there also. (Like the same kind of habitat).
If you have to travel to elk country, might as well get the bear tag too! You never know, you might get luck and see one. I mean if you're going to the expense of the elk hunt (excellent eating), why not use that oportunity to shoot a bear too ( mixed revues on eating).

Here in Wyoming, many years ago, elk tags came with a bear tag.

Both.

You didn't say where you were going hunting but in Colorado you can legally hunt over a gut pile of the elk that you killed so long as you do not move it from where you gut the elk. This is not considered baiting.

If you move it to a "better" spot then that is considered baiting.
