I believe you need to be 12 years old and have a valid hunters education card (but if your parents told you those other requirements I'd have to go with them...).
Hunters education and 12 years old in order to purchase a big game license (elk, deer, moose, sheep, etc...) in Colorado.
However, there is no age restriction to tag along with an adult and learn the ropes.

I would guess his parents. He is being told HE has to be 18 and on the honor roll. The first sounds like a personal preference, the second, a good goal.
