Best guess I could give you would be if your hunting area has lots of snow in the mountains and the elk have moved lower into the valleys, do some scouting and find where they are feeding and bedding and get in between those points. If they are not spooked, they will normally run the same trials back and forth.

A cow would be harder than a bull, cows are with other cows right now, like 10 or 20 to 1000 head. Hard to sneak on, as for a bull, small bands, and singles, a lot easier to sneak on. Spot and patiently stalk.

I tried to sneak up on some cows yesterday in north idaho with my bow and i ended up getting spotted/winded by some random cow down below me that i wasn't even aware of its presence and needless to say it alerted the elk i was after and they all took off like bats out of hell.

Don't forget to use a cow call. If you spot a herd of cows and can get set up near them, a "lost cow" cow call can geta cow in close enough for a shot.Mostly works just on the cows orvery young bulls. Them bachlors herds are hardto sneak up on like a cow herd, but if your lucky to spot a sinlge bull you may get a shot.

I've hunted cows that seen me, and just kept a distance (just out of bow range) from me and moved off. If you have a buddy hunting with you, you mayhave one of you set up somewhere and the other try to "push" the elk past the shooter.

I liked the idea of a hay stack too If you have a rancher in your area with nusance elk, he may not mind you camping out on his hay stack.
