Cutting and rigging tracks - Black Bear

New to bear hunting. Probably a dumb question, but what is meant by the method of cutting and rigging tracks?

I am not sure about rigging tracks but rigging is when you have a strike dog (most likely your dog with the best nose) and he is tied up on the dog box and you drive down roads slowly until he strikes or barks he has smelled a track or where a Bear has crossed then you work the dogs on the track.
